  • The ideal candidate should possess a minimum of a four-year undergraduate degree/ BCom. (pass) with master degree in Accounting or Finance or related subject from a UGC-approved university. (Third class or similar grade in any level of academic career is not acceptable.)
  • The candidate should have a minimum of four (4) years of work experience in financial management within a reputable organization, preferably within development organizations in Bangladesh. (Only full-time work experience after graduation will be considered).
  • Relevant working experience with PKSF or any project funded by multi-lateral development partners would be preferred.
  • Good computer knowledge (MS office suite, typing both English and Bangla).

Responsibilities & Context

Background

  • Friends In Village Development Bangladesh (FIVDB) will implement the ‘Promoting Sustainable Growth in Poultry Sub-sector through RECEP Practices’ sub-project as part of the ‘Sustainable Microenterprise and Resilient Transformation (SMART)’ project.
  • The project aims to foster resource-efficient and resilient growth in microenterprises (MEs) within the poultry sub-sector, jointly financed by the World Bank, Palli Karma-Sahayak Foundation (PKSF), and FIVDB.

Sub-project Objectives

  • Promote resource-efficient, cleaner production, and good farming practices.
  • Implement climate-resilient technologies.
  • Encourage circular economy practices.
  • Enhance the technical knowledge and capacity of MEs.

Sub-project Working Areas

  • The project will be implemented in Shantiganj, Derai, and Biwhwambarpur Upazilas of Sunamganj district.

Duration

  • Initial term of one year with the potential for extension until June 30, 2028, based on performance.

Duties and Responsibilities

  • Maintaining Accounts:

    • Maintain sub-project accounts according to International Accounting Standards (IAS) and Generally Accepted Accounting Principles (GAAP).
    • Keep separate books on an accrual basis under historical cost convention.
    • Prepare monthly and annual financial statements, including income and expenditure details, and financial positions.
  • Fund Management:

    • Monitor the flow of funds from PKSF to the sub-project and from the sub-project to microenterprises.
    • Ensure the smooth transfer of funds for sub-project implementation at the microenterprise level.
    • Ensure internal controls for proper utilization, management, and accounting of funds.
  • Budget and Financial Reporting:

    • Prepare detailed yearly/half-yearly budgets aligned with the procurement and work plans.
    • Develop budgets for new proposals, training, and sub-project activities.
    • Prepare monthly financial reports and half-yearly reimbursement bills.
  • Sub-project Monitoring:

    • Establish a strong monitoring system through frequent field visits.
    • Review internal and external audit reports and management letters.
  • Administration and Procurement:

    • Ensure compliance with project procurement rules.
    • Prepare and update procurement plans.
    • Manage logistics, procurements, and inventory levels.
    • Oversee day-to-day administrative tasks.
  • Other Responsibilities:

    • Maintain the sub-project bank account and prepare monthly bank reconciliation statements.
    • Liaise and coordinate with SMART-PMU of PKSF regarding accounts and budget.
    • Assist with internal audits and provide necessary information to external auditors.
    • Perform other tasks assigned by the Project Manager and management.
