Responsibilities & Context

Project Implementation (60%)

  • Oversee the technical aspects of small-scale infrastructure, WASH initiatives, emergency response, and seasonal programs under the guidance of the Project Manager.
  • Identify rights holders for WASH interventions, ensuring participant selection and site locations for water wells and latrines align with proposal criteria, and obtain necessary approvals.
  • Conduct feasibility studies, estimate costs, and facilitate contract processes, including preparing Bills of Quantities (BOQ).
  • Ensure compliance with relevant authorities and stakeholders while maintaining quality throughout implementation, monitoring progress, and managing project expenditures.
  • Assist in preparing disaster management plan reports and ensure the inclusion of marginalized groups in all project activities.
  • Coordinate with team members, participate in assessments and evaluations, and organize workshops and meetings.
  • Engage in community mobilization while adhering to organizational guidelines, project timelines, budgets, and quality standards.
  • Support the implementation of complaints and feedback mechanisms, child protection, safeguarding, and gender sensitivity measures related to project activities.
  • Manage field construction activities, including site identification, billing processes, technical and environmental surveys, and preparing various IEC materials related to construction.
  • Monitor field construction activities, including WASH infrastructure, ensuring quality structural interventions according to project requirements.
  • Develop site selection criteria and facilitate hygiene promotion, caretaker training, and awareness sessions for communities at the grassroots level, as required by the project.
  • Estimate structural interventions and prepare specifications based on the local context, conducting technical and environmental surveys and community consultations to ensure the appropriateness of project activities.
  • Prepare bills and check vouchers for WASH and small-scale DRR activities.
  • Develop KOBO questionnaires, conduct data screening, and prepare the final list.

Project Monitoring (10%)

  • Monitor and track work progress, ensuring quality project activities and promptly informing line management.
  • Conduct basic water quality parameter testing using field kits.
  • Ensure quality of project activities and materials, reporting to the project focal point or supervisor.
  • Oversee community-level construction activities.
  • Develop and execute business plans at the community level according to proposal and organizational guidelines.
  • Supervise and monitor each activity stage, ensuring adherence to standards and instructions from line managers and Islamic Relief Bangladesh procedures.
  • Support post-distribution monitoring through surveys using KOBO as instructed by the IRCO MEAL team.
  • Monitor work progress, ensuring project quality, and report to the Project Manager.

Capacity Building Initiatives (10%)

  • Facilitate caretaker training sessions within the community to promote the sustainability of WASH interventions.
  • Provide follow-up training sessions, hands-on training at the household level, and refresher courses.
  • Organize hygiene promotion training sessions at the community level.
  • Assist in conducting training sessions on food security and livelihood issues.
  • Support capacity-building initiatives regarding protection issues within the community.

Networking and Coordination (10%)

  • Gather or create media and communication materials (such as photographs and case studies) to enhance project visibility.
  • Assist in organizing inception meetings at various levels.
  • Engage with UDMC and other project implementation teams for effective project execution.
  • Coordinate with DPHE for WASH intervention implementation.
  • Network with stakeholders for project implementation.
  • Assist in phase-out meetings and lessons-learned workshops for organizational development.
  • Represent Islamic Relief Bangladesh in coordination meetings at the union and city levels.

Project Reporting and Documentation (5%)

  • Participate in seasonal program activities (e.g., Ramadan, Qurbani, Winterization).
  • Ensure local purchases and expenditures comply with Islamic Relief Bangladesh policy.
  • Maintain stock books, inventory, and other essential registers in a timely and effective manner.
  • Support material procurement, including requisition and follow-up.
  • Take initiatives to ensure the safety of project staff and participants during interventions.
  • Be willing and able to travel frequently for extended periods to remote project areas.
  • Perform any other duties assigned by the supervisor.

Other Requirements (5%)
