Responsibilities & Context

Project Implementation in Target Locations (60%)

  • Oversee all technical activities related to small-scale infrastructure and climate-adaptive engineering projects at assigned locations under the supervision of the District Project Manager.
  • Facilitate local-level adaptation planning.
  • Identify WASH (Water, Sanitation, and Hygiene) and climate change adaptation-related schemes, guided by local-level adaptation (LLA).
  • Ensure the selection of beneficiaries and schemes according to the criteria defined in the proposal and validate them with the respective authorities.
  • Conduct feasibility studies for the schemes and prepare designs and cost estimates.
  • Prepare Bills of Quantities (BOQ) and take necessary steps for contracting.
  • Obtain the No Objection Certificate (NOC) after scheme selection from relevant stakeholders.
  • Ensure quality during implementation and monitor the progress of scheme execution.
  • Finalize expenditures and compile a comprehensive report.
  • Assist in preparing community-level Local Adaptation Plans for Action (LAPA) and disaster management plans.
  • Support the implementation of co-financing activities in the project area.
  • Ensure the inclusion of gender considerations, persons with disabilities, the elderly, and other vulnerable communities in line with Islamic Relief (IR) principles and guidelines during participant selection and other implementation stages.
Implementation of Technical Activities
  • Develop and approve field movement and technical activity plans in coordination with the supervisor, ensuring strict adherence to the plans.
  • Participate in various needs assessments, impact evaluations, and post-distribution monitoring (PDM).
  • Facilitate other planned activities, such as workshops and meetings.
  • Maintain coordination and cooperation with the project team.
  • Engage in effective community mobilization within IR guidelines and compliance.
  • Adhere to agreed timelines, costs, and quality standards to deliver the expected outputs and benefits.
  • Support the implementation of Complaints and Feedback Mechanisms (CFM), Child Protection, Safeguarding, and Gender Sensitivity measures related to project activities.
Monitoring of Project Interventions (10%)
  • Conduct regular monitoring of infrastructure construction, disaster risk reduction (DRR), and local-level adaptation activities at the beneficiary level.
  • Track work progress and ensure the quality of project activities and materials, promptly informing the project focal point or supervisor.
Capacity Building Initiatives (10%)
  • Facilitate capacity development training for all project participants, including DMCS (Disaster Management Committees), CBOs (Community-Based Organizations), and youth leaders.
  • Conduct training follow-ups, hands-on training at the household level, and refresher courses.
  • Provide supportive supervision to subordinate staff and CBO/SHG (Self-Help Groups)/REG (Rehabilitation and Employment Groups) leaders to enhance their effectiveness in routine tasks.
Reporting and Documentation (10%)
  • Prepare bills and verify vendor bill vouchers.
  • Assist the supervisor in preparing monthly, quarterly, interim, and final narrative reports in accordance with proposal and project requirements.
  • Support the supervisor in compiling monthly progress reports.
  • Organize, approve, and archive all project-related documents as assigned by the supervisor in a timely manner.
  • Develop KOBO questionnaires, conduct data screening, and prepare final lists.
  • Collect or create media and communication materials (e.g., photographs, case studies) to enhance project visibility.
  • Assist in archiving project documents (both hard and electronic copies) according to IR guidelines.
  • Stakeholder Communication and Coordination (5%)
  • Ensure effective networking and coordination with Union and Upazila offices.
  • Establish and maintain a robust coordination mechanism with key stakeholders involved in the project.
  • Represent Islamic Relief Bangladesh in coordination meetings at Union and City levels.
  • Assist in phase-out meetings and lessons-learned workshops for organizational development.
  • Collect successful co-financing completion letters from relevant authorities.
Other Requirements (5%)
  • Participate in and engage with seasonal programs (e.g., Ramadan, Qurbani, Winterization).
  • Ensure that local purchases and expenditures are conducted in accordance with Islamic Relief Bangladesh policy.
  • Maintain the stock book, inventory, and other essential registers accurately and promptly.
  • Support the procurement of materials through requisitions and follow-ups.
  • Take initiatives to ensure the safety and security of project staff and participants during interventions.
  • Be willing and able to travel frequently for extended periods to remote project areas.
  • Perform any other duties assigned by the supervisor.
