Knowledge & Experience
  • Solid understanding of camp management, protection standards, and refugee support systems

  • Familiar with global frameworks (e.g., IASC Camp Coordination & Camp Management) and humanitarian coordination—including with donors, governments, UN, and multilateral agencies like UNHCR

  • Experience or technical knowledge in protecting civilians, enhancing community resilience, human rights, WASH, health, or education is a plus

Core Skills
  • Proficiency in Microsoft Office (Word, Excel, PowerPoint)

  • Strong leadership, coordination, negotiation, and PR skills

  • Excellent verbal and written communication in English; basic knowledge of the Rohingya dialect preferred

  • Analytical, persuasive narrative development, and confident public presentation capabilities

  • Experience in logistics planning, field operations, and cost-effective procurement strategies

Responsibilities & Context

Camp Management & Coordination
  • Oversee all camp sectors: shelter, WASH, protection, education, distributions, and community outreach

  • Lead sector coordination, liaise with stakeholders—including government authorities and key entities like UNHCR—and serve as the main point of contact

  • Advocate for resources and prioritization within camp mechanism platforms (e.g., ISCG, RRRC)

  • Conduct assessments to identify gaps and protection needs, taking appropriate advocacy action as needed

Leadership & Team Management
  • Manage large, diverse teams according to humanitarian values

  • Lead capacity-building efforts to align staff work with global best practices

Emergency & Preparedness
  • Oversee emergency planning and response, ensuring timely delivery of aid and continuity of services during crises

Community & Accountability
  • Facilitate community participation; uphold transparency via feedback and complaint systems

  • Support refugee-led initiatives and empower local voices

Quality Assurance & Compliance
  • Implement and monitor standards based on Core Humanitarian Standard (CHS) principles

  • Ensure service quality, compliance, and continuous improvement

Operations & Logistics
  • Support finance, admin, logistics, and procurement operations with accuracy and efficiency

  • Maintain camp infrastructure, oversee necessary construction or repairs, and ensure cost-effective contracting

Reporting & Documentation
  • Prepare timely and precise narrative, indicator, and financial reports for donors and internal review

  • Maintain records, service mapping, incident logs, and communications following global standards

Safeguarding & Safety
  • Champion safeguarding, ensuring protection from harm, abuse, neglect, and exploitation—including SEA—among staff and community members
  • Promote awareness of safeguarding practices and ensure proper incident reporting
