Responsibilities & Context

The Deputy Manager, Finance and Accounts will be responsible for managing the organization’s financial operations through both manual and computerized systems. This role involves developing and implementing strategic and operational financial plans to support organizational growth while ensuring accuracy in financial reporting and compliance with organizational, donor, and local regulations.

Key Responsibilities:

  • Collaborate with different sectors to prepare and maintain the Chart of Accounts.

  • Coordinate with the Head Office to ensure timely updates of the Chart of Accounts.

  • Monitor MIS data and provide feedback to the Head Office.

  • Identify and resolve discrepancies in MIS reports in coordination with relevant sectors.

  • Stay updated on financial software developments, data management tools, and online financial trends.

  • Maintain effective communication with internal teams, donors, and external stakeholders for smooth financial operations.

  • Support financial budgeting and planning as needed.

  • Ensure that procurement requests are submitted with the correct budget codes.

  • Review and verify procurement requisitions from all HCMP branch offices.

  • Check fund availability for procurement requests and resolve related issues with relevant sectors.

  • Conduct regular meetings with sectors to ensure expenditures align with budgets.

  • Review project-wise transactions to prevent miscoding and monitor burn rates, including requisition amounts.

  • Ensure that all program expenses are properly charged and reported.

  • Validate financial reports using MIS and Receipt-Payment data.

  • Review MIS transaction data to identify and source missing sub-ledger codes.

  • Support donor, internal, and external audits, and address audit findings promptly.

Safeguarding Responsibilities:

  • Protect program participants, visitors, and staff from harm, abuse, neglect, or exploitation, including sexual exploitation and abuse (SEA), in alignment with organizational safeguarding goals.

  • Serve as a focal point for safeguarding, offering guidance and expertise to maintain a safe and respectful workplace.

  • Promote and ensure adherence to safeguarding policies among all team members.

  • Follow safeguarding reporting procedures for any incidents and encourage others to report as required.
