- Minimum B.Sc. Engineering or equivalent degree including 10 years experience in relevant field (in Gas/Electricity sector for SCADA & GIS Installation)
Responsibilities & Context
Collaborating directly with the PIU under the guidance of the Project Team Leader, the specialist will manage overall service administration, coordination, and progress reporting to ensure effective delivery aligned with project objectives. This role will also involve consultation with PGCL on all project-related matters, providing expertise on technical, operational, and social aspects of the consulting services. Key responsibilities include:
- Act as Deputy to the Team Leader and assume leadership in their absence.
- Oversee and coordinate all technical and managerial functions within the team.
- Manage consultant team operations, ensuring quality assurance and close collaboration with the PIU, providing advice and support for seamless project execution.
- Assist the PIU with planning, preparation, bidding processes, and execution of project work.
- Aid the PIU in fulfilling all implementation requirements.
- Prepare and submit regular project progress reports to the PD, focusing on consulting services' alignment with project objectives.
- Support PIU problem-solving efforts to manage unforeseen challenges or issues impacting project progress.
- Provide guidance to PIU on system evaluations, error assessments, and procedure testing across project sites.
- Assist PGCL in overseeing engineering, construction training, monitoring, full-scale installations, O&M evaluations, quality control, and commissioning for SCADA & GIS systems.
- Evaluate and enhance the current training program, recommending training strategies for key staff development through local workshops and field visits.
- Regularly inspect project sites to oversee construction and O&M activities, validating outputs, contract compliance, measurements, and onsite testing.
- Advise PIU on action plans to address system issues, and monitor and report on both physical and financial progress.
- Facilitate PIU's O&M planning, assisting in conflict resolution between contractors and PIU related to SCADA & GIS deployment.
- Conduct site visits to guide contractors in adhering to project specifications.
- Proactively identify implementation challenges, propose corrective actions, and report unresolved issues to the PIU.
- Provide advisory on contract-related or technical conflicts between contractors and PGCL during execution.
- Assess installation reliability of SCADA & GIS components.
- Identify system hazards and propose preventive measures.
- Evaluate international and local standards, recommending updates for design, materials, construction, and operations that enhance carbon reduction, minimize losses, and improve energy conservation in gas system projects.
- Support the Team Leader with additional assigned responsibilities.
- Complete any other tasks requested by PIU and directed by the Team Leader related to project goals.
