  • Excellent computer operating skills & conversant with MS Office package including latest HR software (e.g. ERP, HRMS etc.) and other software and e-tools.
  • Ability and willingness to travel.

Responsibilities & Context

  • Provide regular updates to the Board of Governors (BoG) and keep them informed about critical issues; ensure the execution of relevant BoG decisions.
  • Collaborate with Senior Management Team (SMT) members and relevant teams at central and regional levels to effectively achieve UCEP Bangladesh's values, vision, mission, and goals.
  • Maintain confidentiality regarding all information, communication, and documentation, both electronic and physical, related to UCEP Bangladesh and its entities at all levels.
  • Undertake additional tasks as assigned by the supervisor and BoG, as necessary.
  • Operational Leadership:
  • Develop and implement key strategic documents, policies, guidelines, procedures, and tools to ensure strict governance and compliance with country laws across all UCEP Bangladesh entities.
  • Strengthen and update business processes and management systems, particularly related to Human Resource Development and Administration.
  • Collaborate with the BoG to organize meetings and provide updates on departmental activities.
  • Serve as the primary representative of the HR department, leading human capital efforts across the organization and ensuring compliance with donor rules (e.g., DFAT, FCDO, UN, USAID).
  • Ensure the timely renewal of all necessary governmental and non-governmental licenses and approvals for smooth operations at central and regional levels.
  • Conduct periodic needs assessments related to human resources, developing an Annual Human Resource Plan and Training Calendar to align with UCEP Bangladesh’s vision and goals.
  • Oversee administrative processes, ensuring the timely availability of equipment, materials, utilities, sanitation, hygiene, and inventories, in line with procurement and compliance guidelines.
  • Manage outsourced services (security, cleaning, catering, gardening, etc.) efficiently and ensure effective operations at both headquarters and regional levels.
  • Ensure proper management of ICT and Business Solutions, with strategic guidance from the SMT.
  • Monitor the Infrastructure Development portfolio to ensure high-quality implementation of programs in line with UCEP Bangladesh’s values, goals, and legal requirements.
  • Supervise the legal affairs unit to manage organizational land, legal matters, and documentation effectively.
  • Support other departments (e.g., finance, program) and special tasks (e.g., monitoring, research, internal/external audits).
  • Promote gender equity, child/staff protection, inclusivity, and a discrimination-free workplace environment. Ensure necessary budget allocation for these initiatives is reflected in KPIs.
  • People Management:
  • Establish and maintain relationships with relevant stakeholders at both national and regional levels.
  • Foster a cohesive corporate identity and team spirit among all UCEP Bangladesh staff across headquarters and regional offices.
  • Ensure key documents are accessible, ensuring proper dissemination, orientation, and updates for staff at all levels of the organization.
  • Develop and implement a professional 360-degree staff appraisal, quality control, and career development system.
  • Design and implement a Talent Identification and Leadership Development Plan, with a focus on developing second and third-tier leadership at both headquarters and regional levels.
