Safeguarding & Ethical Compliance

This position involves working with vulnerable children and sensitive protection data. The selected candidate must strictly comply with Human Relief Foundation safeguarding, confidentiality, data protection, and PSEA/SEA-SH policies. Any violation of safeguarding or ethical standards may result in disciplinary action, including termination.


Responsibilities & Context

Human Relief Foundation (HRF), Bangladesh is preparing for an anticipated donor-funded Community-Based Child Protection Project focused on strengthening and reactivating Community-Based Child Protection Committees (CBCPCs) across Rohingya camps and selected high-risk districts in Bangladesh.

The project aims to support Government-led child protection systems through community coordination, volunteer mobilization, safeguarding compliance, referral linkage support, monitoring, documentation, and evidence-based reporting.

The organization is seeking a GBV Manager to ensure that gender-based violence (GBV) risk mitigation and SEA/SH prevention are fully integrated across all project activities.


Purpose of the Position

The GBV Manager will provide technical leadership to ensure that all project activities are safe, inclusive, confidential, and survivor-centered. The role focuses on GBV risk mitigation, safeguarding integration, and coordination with protection actors, without replacing specialized GBV case management services.


Key Responsibilities

GBV Risk Mitigation & Technical Leadership

The GBV Manager will integrate GBV risk mitigation into all stages of project planning and implementation. The role ensures activities follow gender-responsive, disability-inclusive, and Do No Harm principles. It includes identifying operational risks, recommending mitigation measures, and guiding staff on safe engagement with vulnerable populations.


SEA/SH Prevention & Safeguarding

The position supports implementation of safeguarding and SEA/SH prevention standards across the project. It ensures safe reporting mechanisms are in place through complaint response systems and supports staff orientation on safeguarding, confidentiality, and codes of conduct. The role also ensures immediate escalation of safeguarding concerns through approved channels.


CBCPC Strengthening

The GBV Manager promotes the meaningful participation of women, adolescent girls, children, and marginalized groups in CBCPC activities. The role integrates GBV risk mitigation into CBCPC orientation and mentoring processes while ensuring community structures understand safe engagement principles.


Referral Pathways & Service Linkages

The position supports mapping and strengthening of referral pathways for GBV, child protection, health, psychosocial, legal aid, and disability services. It ensures referral systems are safe, confidential, and accessible, and guides staff on appropriate response procedures when protection concerns arise.


Capacity Building & Mentoring

The GBV Manager conducts training sessions on GBV risk mitigation, SEA/SH prevention, confidentiality, and safe referrals. The role also mentors staff, volunteers, and CBCPC members on survivor-centered approaches and develops practical field guidance materials.


Community Engagement & Prevention

The role ensures all community engagement activities are safe, inclusive, and non-stigmatizing. It promotes positive social norms, supports participation of women and adolescent girls, and coordinates closely with community leaders and service providers.


Coordination & Partnerships

The GBV Manager coordinates with government bodies, NGOs, UN agencies, and protection actors to ensure harmonized GBV response and referral systems. The role ensures that coordination complements, rather than duplicates, specialized service providers.


Monitoring, Documentation & Reporting

The position integrates GBV-sensitive indicators into MEAL systems, reviews field findings, and contributes to reports, risk analyses, and lessons learned. It ensures all documentation follows strict confidentiality and safeguarding standards.
