Welthungerhilfe Bangladesh is seeking an experienced Head of Finance to lead financial strategy, governance, compliance, and operational resilience at the Bangladesh Country Office. This senior leadership role will ensure financial sustainability, strengthen partner NGO capacity, and maintain transparency in line with donor requirements, NGOAB regulations, and international standards.

The role requires strong systems thinking, strategic leadership, and the ability to operate effectively in a highly digitalized environment.

Key Responsibilities

Strategic Financial Leadership

• Provide overall strategic direction for financial management across the Bangladesh Country Office

• Advise the Senior Management Team (SMT) on sustainability, investment priorities, financial planning, and risk mitigation

• Position finance as a key driver of programmatic impact and operational resilience

Governance & Compliance

• Ensure NGOAB approvals (including FD-6) and timely compliance reporting

• Ensure adherence to Bangladeshi tax, VAT, payroll, labor laws, and donor compliance requirements

• Apply donor-specific compliance frameworks and IFRS/IAS standards consistently

Partner Oversight

• Build and strengthen partner NGOs’ capacity in budgeting, reporting, and compliance management

• Conduct financial monitoring visits and ensure proper follow-up actions

• Integrate partner financial systems into WHH accountability and compliance frameworks

Risk & Resilience

• Develop and implement risk management strategies for WHH and partner organizations

• Ensure continuity planning for funding delays, regulatory challenges, and external shocks

• Maintain financial resilience during emergency and crisis situations

Audit & External Relations

• Lead statutory, donor, and NGOAB audits with proper documentation and compliance

• Represent WHH Bangladesh in financial discussions with donors, NGOAB, Bangladesh Bank, and external auditors

• Promote WHH as a model of financial transparency and accountability within Bangladesh’s NGO sector

Team Leadership

• Line-manage finance staff with clear performance objectives and regular coaching

• Mentor partner organizations through capacity-building initiatives

• Foster a culture of accountability, integrity, safeguarding, learning, and continuous improvement across WHH and partner teams
