Responsibilities & Context

1. Strategic Leadership

  • Formulate, implement, and continuously enhance organization-wide ICT procurement strategies, policies, and governance frameworks.

  • Lead, mentor, and supervise the procurement team, ensuring compliance with internal policies and industry best practices.

  • Oversee and actively manage the procurement of ICT products and services, including software, hardware, IT solutions, network equipment, servers, and related accessories.

  • Provide expert guidance to procurement professionals and collaborate with business units to ensure efficient, cost-effective sourcing.

  • Ensure strict adherence to organizational procurement guidelines, governance standards, and audit requirements.

  • Conduct supplier evaluations and develop strategic vendor partnerships aligned with organizational objectives.

2. Operational Management

  • Manage the complete ICT procurement lifecycle from requisition through payment, ensuring accuracy, transparency, and timely execution.

  • Analyze market trends, pricing structures, and procurement performance metrics to identify cost-optimization and efficiency improvement opportunities.

  • Work closely with internal stakeholders to gather technical and business requirements and ensure timely acquisition of ICT goods and services.

  • Lead end-to-end tendering processes, including advertisements, tender box management, bid opening, technical and financial evaluations, brand comparisons, vendor due diligence, and final selection.

  • Execute procurement initiatives using structured, systematic, and transparent methodologies.

  • Lead supplier negotiations to secure competitive pricing while maintaining quality and service standards.

  • Coordinate procurement, delivery schedules, and service quality for IT Division-recommended projects.

  • Prepare and manage SLAs (during and post-warranty), tender schedules, spot quotations, closed and press tenders, approval notes, and work orders.

3. Supplier & Contract Management

  • Identify, evaluate, and onboard suppliers based on cost efficiency, quality, capability, and delivery performance.

  • Negotiate contract terms, pricing models, delivery timelines, and service-level commitments to maximize organizational value.

  • Monitor supplier performance, ensure contractual compliance, and conduct periodic performance assessments.

  • Maintain accurate and comprehensive procurement documentation, including contracts, purchase orders, evaluation reports, and vendor records.

4. Compliance & Reporting

  • Ensure all ICT procurement activities comply with banking policies, regulatory requirements, and applicable local laws.

  • Prepare and present detailed reports on procurement activities, financial performance, project progress, and key performance indicators to senior management.

  • Maintain full transparency and accountability across procurement operations to support internal and external audit processes.
