• Strategy and Planning:
• Develop and implement the organization’s M&E, accountability, and learning strategy, aligned with HELVETAS’ overall goals and program pillars, while integrating GJSI principles, DRR, and CCA objectives through specific KPIs.
• Design and manage the M&E framework, defining performance indicators (PIs), data collection tools, and methods to measure program quality and success effectively.
• Provide guidance to project teams in developing detailed M&E plans for each project, including key evaluation questions, data collection methods, timelines, and responsibilities.
• Support project management teams and Partner CSOs in strengthening their M&E systems, ensuring alignment with organizational standards and enhancing their ability to track program performance.
• Assist in developing the Theory of Change (ToC) and Logical Framework for proposals and new program acquisition processes, ensuring the alignment of objectives and measurable outcomes.
• M&E System Development and Digitalization:
• Lead the digitalization of the M&E system to streamline data collection, analysis, and reporting, improving the efficiency and accessibility of program data.
• Ensure the system is robust, user-friendly, and accessible to all program stakeholders, fostering timely data-driven decision-making across projects.
• Data Collection, Analysis, and Reporting:
• Oversee data collection processes and ensure the accuracy and consistency of data across all country programs.
• Analyze program data to assess progress against objectives and make recommendations for adjustments as needed.
• Facilitate regular reporting on program outcomes, including contributing to internal and donor reports.
• Accountability and Learning:
• Strengthen accountability frameworks, ensuring that stakeholders (beneficiaries, partners, and donors) are involved in the program’s evaluation processes and that their feedback is incorporated.
• Promote a learning culture within HELVETAS Bangladesh by fostering knowledge-sharing across teams, documenting lessons learned, and implementing improvements based on findings.
• Capacity Building:
• Provide training and technical support to project teams and partner organizations in M&E best practices and tools, enhancing their ability to independently monitor and evaluate program activities.
• Integration of Cross-Cutting Themes:
• Ensure the integration of GJSI, DRR, and CCA considerations into the MEAL cycle to monitor their impact and progress across programs.
