  • Diploma on MIS or MEAL, proven record of receiving training and enrolling course related to MIS and MEAL.
  • Diploma or PGD on Remote Sensing and GIS
  • Minimum 3 years professional experience in the relevant field of MEAL and MIS in humanitarian response.
  • Understanding of survey methodology, logic models, quantitative and qualitative approach, accountability mechanisms, database management.
  • Understanding of food security and livelihood sector.
  • Professional skill’s on data analysis and visualization software (SPSS, Power BI), competent in use of mobile based data collection tools (Kobo, MoDa), advanced knowledge on MIS and basic mapping skills.
  • Computer skills, including knowledge of relevant software e.g. Microsoft Excel, Word and PowerPoint.
  • Understanding of the context of Rohingya Response crisis and work experience in Cox’s Bazar humanitarian response and Chittagonian dialect would be an advantage.
  • Excellent verbal and written language skills in both English and Bengali.
  • Proven experience of GIS mapping of humanitarian response project.

Founded in 1945, CARE is working over 121 countries to fight global poverty and marginalization. CARE has been active in Bangladesh since 1949 and is one of the largest programs in CARE confederation. Women and girls are at the core of all CARE programs because they represent half of the marginalized group, and it is not possible to overcome poverty until all people have equal rights and opportunities. CARE Bangladesh works to implement programs with long-term impacts that result in sustainable changes for the extreme poor and marginalized communities.
  • Cox’s Bazar is amongst the poorest districts of Bangladesh. In Ukhia, 33% of people live below the poverty line, and 17% below the extreme poverty line. This is linked to the region's poor land quality and high risk of natural disaster. Since the Myanmar refugee influx in fall 2017, over 902,984 refugees or 201,150 households (HH)s have settled in Ukhia, and Teknaf. Despite limited resources, the local host community population welcomed the arriving refugees during the fall of 2017, sharing food, shelter, and supplies. However, the refugees’ extended presence has strained the community’s already scarce resources. Within the sub-region, the residents of Ukhia and Teknaf have been particularly affected, with 336,000 residents directly impacted by the refugee influx, leading to a deterioration of relations between these host community members and the refugees. The region is highly prone to natural disasters; it experiences regular cyclones, floods, and landslides with triple global average precipitation. Both individual homes and community shelters are weak and in disrepair. Over 40% of households do not meet Sphere standards; they are overcrowded, weak and highly susceptible to damage and destruction by strong winds, rain, and flooding. Land degradation, including the removal of over 700 metric tons of firewood daily from the area, has led to a loss of topsoil, coupled with the heightened risk of flash flooding, has increased the potential resulting destruction. The accumulation of improperly disposed waste and poor pre-existing drainage systems aggravate these risks and increase the likelihood of damage to host communities’ houses. Furthermore, community response plans and structures are ill-equipped to safeguard or offer substantive protection.
  • This year, with support from WFP, CARE Bangladesh is providing green skills training, along with inputs and materials for homestead gardening, to forcibly displaced Myanmar nationals in the camps of Ukhia sub-district, Cox’s Bazar. Previously, since November 2020, CARE Bangladesh has been serving as the Site Development Agency in various camps, also with WFP’s support. Over the years, CARE has implemented a range of Site Management (SM) and Site Development activities in close coordination with the Office of the Refugee Relief and Repatriation Commission (RRRC) and in collaboration with the Camp in Charge (CiC). These efforts aim to ensure a safe and dignified life for refugees. CARE Bangladesh continues to address critical humanitarian needs by coordinating with various stakeholders, managing information, linking community members and individuals with specific needs to essential services, facilitating camp operations, implementing Disaster Risk Reduction (DRR) initiatives, and carrying out site improvement projects.
  • The MIS and M&E Officer will play a crucial role in implementing the MEAL system, developing and utilizing tools and templates, and ensuring quality monitoring of project activities. They will be responsible for managing the MIS, maintaining a comprehensive database of project beneficiaries, progress, and engagement, and overseeing all periodic reporting throughout the project life cycle.
