Additional Requirements

  • Minimum 4 years of experience in TVET or skills development programming.

  • Certification in instructional design, TVET curriculum development, or green skills is strongly preferred.

  • Proven experience in Training of Trainers (ToT), curriculum development, and institutional capacity strengthening.

  • Strong understanding of gender-responsive, inclusive, and learner-centered training methodologies.

  • Prior experience collaborating with private sector employers to co-design or validate training programs.

  • Experience in climate-smart, green skills, or green livelihoods training initiatives.

  • Highly motivated and aligned with CARE Bangladesh’s mission, values, and commitment to serving vulnerable communities.

  • Demonstrated learning agility, willingness to innovate, and ability to support knowledge sharing across teams and projects.

Scope of the Role

The Senior Capacity Building Officer will lead the design and delivery of skills training programs that are inclusive, demand-driven, and climate-smart. The position will strengthen training providers, work with employers to co-design curricula, and ensure quality assurance across all interventions.


Key Responsibilities

1. Curriculum & Training Design (30%)

  • Develop green, inclusive, and labor-market-aligned training modules to enhance youth employability.

  • Integrate soft skills, digital literacy, and climate resilience into all curricula.

  • Validate content with employers and industry experts to ensure relevance and credibility.

  • Pilot modules, gather feedback from trainers and youth, and refine content continuously.

2. Trainer & Service Provider Capacity Building (25%)

  • Oversee facilitation of ToT sessions across formal and informal learning environments.

  • Mentor trainers on gender-responsive and inclusive teaching methodologies.

  • Support training centers in improving governance and quality assurance systems.

  • Evaluate trainer performance and implement structured improvement plans.

3. Employer Engagement (20%)

  • Organize consultations with private sector partners to assess skill gaps and align training initiatives.

  • Co-develop curricula with employers to increase job placement potential.

  • Engage employers in monitoring training delivery and ensuring shared accountability.

  • Support employers in adopting inclusive recruitment practices and diversity strategies.

4. Quality Assurance & Knowledge Sharing (20%)

  • Monitor training delivery to maintain quality and industry standards.

  • Document best practices and share learning with partners and stakeholders.

  • Provide technical support to trainers to ensure timely and high-quality delivery.

  • Organize knowledge-sharing events to enhance collaboration and innovation.

5. Safety, Security & Safeguarding Responsibilities (5%)

  • Adhere to CARE Bangladesh’s safety and security protocols and reporting requirements.

  • Maintain situational awareness to ensure personal and team safety.

  • Uphold CARE’s safeguarding commitments, including preventing sexual harassment, exploitation, abuse, and misconduct.

  • Promote the welfare and protection of children, youth, and vulnerable adults.
