  • Proven experience in managing large programs with experience in developing M&E framework, survey, surveillance, conduction of research is essential.
  • Facilitation, staff supervision skills are additional requirements.
  • Frequent travel is required for this position.
  • Provide guidance to formulate and translate strategies to strengthen capacity of SRs to plan, implement, monitor and evaluate programming.
  • Able to effectively communicate and build trusting relationship with the beneficiaries and working partners.
  • High level skills to establish efficient working relations and develop partnership with SRs, Government and NGO officials to contribute in National Response on HIV/AIDS program.
  • Excellent verbal and written communications skills in English and Bangla.
  • Proficient in computer skills of MS Office is essential and Statistical Packages e.g. SPSS etc. preferred.

Responsibilities & Context

  • Program Performance Measurement:
  • Oversee the measurement of program outcomes at both the program and national levels, ensuring comprehensive surveillance, impact assessments, and projections. Regularly review program performance against established indicators, consolidating data for national reporting.
  • Strategic Guidance:
  • Provide strategic leadership in updating the Monitoring and Evaluation (M&E) framework, adjusting operations in alignment with evolving program strategies. Ensure that M&E activities remain aligned with global best practices and national priorities.
  • Quality Review and Documentation:
  • Review program quality benchmarks, measure, and document best practices, and assess their impact. Conduct operational research and assessments to ensure continuous improvement and re-strategizing of interventions when necessary.
  • Community Information System (CIS) Oversight:
  • Guide the implementation of the Community Information System (CIS), ensuring its appropriateness and effective integration into the overall program design.
  • Global Fund Reporting and LFA Verifications:
  • Ensure timely reporting to the Global Fund, facilitate Local Fund Agent (LFA) verifications of the Program and Development Results (PUDR), and ensure the proper use of program data in compliance with reporting requirements.
  • Capacity Building:
  • Provide technical guidance for the capacity building of Sub-Recipients (SRs) and Sub-Sub-Recipients (SSRs) related to monitoring and evaluation, enhancing their skills and knowledge to improve program delivery.
  • Program Planning and Development:
  • Participate in the planning and development of new programs, using lessons learned and best practices from previous initiatives to inform program design. Mobilize resources for the program and Save the Children’s broader portfolio.
  • Liaison and Coordination:
  • Maintain effective coordination and communication with relevant ministries, government departments, UN agencies, and key stakeholders to ensure a cohesive and effective national HIV/AIDS response.
