Position Overview

The role provides strategic leadership for Monitoring & Evaluation (M&E) under the MCGL project to ensure achievement of project goals, objectives, and targets in alignment with donor and organizational requirements.


Strategic Leadership & M&E Framework

  • Provide overall leadership and direction on M&E for effective implementation of the MCGL project.

  • Apply the global project logic model, results framework, M&E plan, and work plan to develop and finalize the Performance Monitoring Plan (PMP), including indicators, data sources, and targets.

  • Develop and adapt M&E work plans and budgets for key M&E activities.


Systems Development & Data Management

  • Establish standard operating procedures (SOPs) to ensure timely and high-quality data reporting.

  • Ensure proper configuration and use of DHIS2 systems and Power BI dashboards for routine data collection and visualization in collaboration with global M&E and digital health teams.

  • Strengthen systems for routine data collection and feedback mechanisms across partners, government, and technical teams.


Reporting & Documentation

  • Produce standardized monthly reports based on PMP indicators.

  • Prepare monthly, quarterly, and annual progress reports and ensure timely dissemination.

  • Enter required data into donor databases as part of mandatory reporting.

  • Contribute to data-driven abstracts, publications, and knowledge products.


Capacity Building & Supervision

  • Design, implement, and supervise M&E training programs to ensure staff standardization and alignment with PMP and reporting systems.

  • Provide structured supervision and coaching to health facility staff and partner teams on data collection tools, registers, and reporting systems.

  • Support M&E officers in improving measurement of quality improvement (QI) indicators, root cause analysis, run charts, and performance tracking.

  • Supervise M&E and data systems staff where applicable.


Data Use & Decision Support

  • Lead routine data review meetings to support strategic decision-making and project planning with technical and management teams.

  • Enhance use of M&E data for quality improvement, learning, and program adaptation.

  • Support integration of data use into health facility and partner-level decision-making processes.


Coordination & Stakeholder Engagement

  • Collaborate with COP/Country Director and program teams to support proposal development and business development opportunities.

  • Liaise with government counterparts, MOH officials, and development partners to strengthen M&E systems.

  • Represent the organization in meetings, conferences, and professional forums.


Financial & Operational Management

  • Work with finance teams to manage M&E budgets effectively.

  • Contribute to annual work planning and program budgeting processes.

  • Support implementation of other programmatic activities as required.


Compliance & Quality Assurance

  • Ensure compliance with organizational, donor, and national M&E guidelines and standards.

  • Work with global MERL teams to ensure compliance with data governance requirements including data quality, human subjects protection, and open data policies.

  • Maintain high standards of data integrity, accuracy, and ethical data use across all systems.
