Responsibilities & Context

Job Context

We are seeking a detail-oriented and technically proficient Technical Documentation Officer / Technical Writer to support public sector ICT projects, e-Governance initiatives, and software development activities. The ideal candidate will be responsible for preparing high-quality technical documents, project reports, software documentation, proposals, and stakeholder communication materials while ensuring compliance with government standards and project requirements.

This role requires close collaboration with project managers, software developers, business analysts, system analysts, QA engineers, and other stakeholders to transform complex technical information into clear, structured, and user-friendly documentation.

Key Responsibilities

Technical Documentation & Proposal Development

✔ Develop and maintain comprehensive technical documentation for public sector ICT projects and software development initiatives.

✔ Prepare and manage documentation including:

  • Requests for Proposal (RFP)
  • Expressions of Interest (EOI)
  • Terms of Reference (ToR)
  • Technical Proposals
  • Tender Documents
  • Concept Notes

✔ Prepare professional presentations and supporting materials for government, donor-funded, and private-sector engagements.


Software & System Documentation

✔ Create, review, and update software and system-related documentation, including:

  • Software Requirement Specifications (SRS)
  • Business Requirement Specifications (BRS)
  • Functional Requirement Specifications (FRS)
  • User Manuals
  • Installation Guides
  • Deployment Documentation
  • System Operation Manuals
  • Training Materials

✔ Ensure all documentation accurately reflects business requirements, system functionality, and project objectives.


Project Reporting & Documentation Management

✔ Prepare and maintain essential project documents, including:

  • Inception Reports
  • Progress Reports
  • Status Reports
  • Final Project Reports
  • Meeting Minutes
  • Project Deliverables Documentation

✔ Maintain proper version control and document repositories to ensure accessibility, consistency, and traceability.

✔ Organize project records according to company, government, and donor compliance requirements.


Cross-Functional Collaboration

✔ Work closely with Project Managers, Software Developers, QA Engineers, Business Analysts, and System Analysts to gather, verify, and organize technical information.

✔ Participate in project discussions, requirement gathering sessions, and documentation reviews.

✔ Ensure technical documents align with project goals, business requirements, and stakeholder expectations.


Quality Assurance & Compliance

✔ Review, edit, and proofread proposals, reports, tenders, and technical documents to ensure clarity, consistency, and accuracy.

✔ Ensure all documentation follows government guidelines, donor requirements, industry standards, and project-specific templates.

✔ Maintain high standards of documentation quality, formatting, and compliance.


Training & Knowledge Management

✔ Support the development of training materials, awareness campaigns, workshops, and user guidance resources for e-Governance and digital service projects.

✔ Translate complex technical concepts into clear, concise, and user-friendly language suitable for technical and non-technical audiences.

✔ Contribute to organizational knowledge management and documentation best practices.

Eligibility Criteria

✔ Bachelor's degree in Computer Science & Engineering (CSE), Information Technology, Software Engineering, or a related field is preferred.

✔ Fresh graduates are strongly encouraged to apply.

✔ Experience or demonstrated interest in technical writing, software documentation, proposal writing, or project documentation will be considered an advantage.

✔ Excellent written communication, documentation, and analytical skills.

✔ Basic understanding of:

  • Software Development Life Cycle (SDLC)
  • Software Documentation Standards
  • Business Analysis Processes
  • System Development Methodologies

✔ Strong attention to detail and ability to work with structured templates, guidelines, and documentation standards.

✔ Proficiency in Microsoft Office applications, Google Workspace, and document management tools.

✔ Ability to manage multiple documents, deadlines, and project requirements simultaneously.
