Civil Tech Consultant is recruiting an Urban and Regional Planner for upcoming Upazila Master Planning, urban and rural development, and feasibility study projects. The role involves research, spatial analysis, planning drawings, technical reporting, fieldwork, and coordination with architects, engineers, GIS specialists, and survey teams.

Job Responsibilities

Research & Existing Condition Assessment

✔ Collect, organize, and review demographic, socioeconomic, land use, infrastructure, environmental, and administrative data from available sources.

✔ Review existing plans, survey records, maps, satellite imagery, and relevant government documents to establish a reliable project baseline.

✔ Prepare inventories of roads, markets, educational and healthcare facilities, public spaces, utilities, water bodies, and other key infrastructure.

✔ Analyze settlement patterns, population growth, access to services, land use conflicts, infrastructure gaps, and development constraints.

✔ Identify and document key planning issues and development opportunities at Upazila, Union, village, and bazar levels, depending on project requirements.

Planning & Proposal Development

✔ Support the preparation of Upazila Master Plans, Village Development Plans, Bazar Improvement Plans, urban design concepts, and feasibility studies.

✔ Assist in developing land use proposals and identifying suitable locations for roads, public facilities, markets, housing, open spaces, and essential services.

✔ Support population projections, future service demand assessments, and infrastructure requirement analysis using approved project assumptions and available data.

✔ Compare alternative planning options and contribute to clear recommendations, development priorities, and phased implementation strategies.

✔ Consider accessibility, drainage, flood risk, environmental conditions, and local livelihoods when developing planning proposals.

✔ Coordinate planning proposals with architecture, civil engineering, and other technical teams to ensure recommendations can be effectively translated into drawings and project components.

Mapping, Drawings & Data Management

✔ Prepare and update planning drawings, layouts, diagrams, and presentation plans using AutoCAD.

✔ Coordinate with the GIS team to prepare and verify base maps, land use maps, infrastructure maps, and other thematic maps.

✔ Organize survey findings and spatial datasets while ensuring consistency across figures, map labels, tables, and drawings.

✔ Maintain clear records of data sources, planning assumptions, drawing revisions, and outstanding information.

Fieldwork & Coordination

✔ Participate in site visits to verify mapped information, assess existing conditions, and identify issues that may affect planning proposals.

✔ Assist with survey planning, field data collection, and coordination with survey teams and other project personnel.

✔ Document site observations and meeting findings in a structured manner for use in maps, reports, and presentations.

✔ Support project discussions, consultations, and presentations with local stakeholders and government counterparts as assigned.

Reports & Presentations

✔ Draft and revise technical content for inception reports, existing condition assessments, feasibility studies, master plan reports, and development proposals.

✔ Prepare concise tables, charts, maps, planning diagrams, and presentation slides to communicate findings and recommendations effectively.

✔ Address internal review comments and revise reports and drawings while maintaining consistency across the complete submission package.

✔ Complete assigned tasks within project schedules and regularly report progress to the designated team lead.
