Project Overview
Bangladesh Labour Foundation (BLF) is a leading national organization dedicated to advancing and protecting the rights and well-being of workers in both formal and informal employment sectors. Its key areas of work include decent employment, social justice, occupational safety and health (OSH), gender equality, freedom of association, and climate-resilient and just transitions within Bangladesh’s labour sector.
In partnership with trade unions, civil society organizations, development partners, and government agencies, BLF implements various programs, advocacy activities, and policy initiatives aimed at empowering workers, improving workplace conditions, and contributing to labour policy reform.
BLF, together with the Awaj Foundation and Bangladesh Institute of Labour Studies (BILS), is implementing the Mondiaal FNV-funded project “Transformation to an Inclusive and Accountable Garments Sector, where Workers Enjoy Dignity and Fairness” (2026–2030). The project focuses on improving labour governance within Bangladesh’s Ready-Made Garments (RMG) sector through initiatives related to living wages, labour law enforcement, social protection, Just Transition, workplace safety, prevention of sexual and gender-based violence and harassment (SGBVH), freedom of association, collective bargaining, and Human Rights and Environmental Due Diligence (HREDD).

Position Summary
The Project Coordinator will be responsible for providing strategic and operational leadership for the multi-year consortium project funded by Mondiaal FNV. The position will coordinate project planning, implementation, partner collaboration, stakeholder engagement, monitoring, reporting, and donor compliance.
The Coordinator will serve as an important member of the Project Technical Committee (TC) and oversee the implementation of activities across the project's six key outcome areas. The role will also involve close coordination with consortium partners, trade union platforms, government agencies, employers, and other stakeholders.
Key Responsibilities
1. Project Planning and Operational Management
Lead the planning and implementation of activities under the project's six major outcome areas: Living Wage and Wage Governance; Labour Law Reform and Inspection; Just Transition and Social Protection; OSH and SGBVH Prevention; Freedom of Association and Collective Bargaining; and HREDD and Supply Chain Accountability.
Develop and regularly monitor annual, quarterly, and monthly work plans, procurement schedules, and activity trackers.
Ensure that project activities are completed on time and meet required quality standards.
Coordinate field-level activities across Keraniganj, Savar, Ashulia, Gazipur, Narayanganj, and Chattogram.
Support factory-level worker committees, worker mobilization activities, and campaign initiatives.
Provide operational support for the formalization of the Keraniganj downstream RMG cluster, including assessments, Child Labour Free Tower initiatives, and workplace safety activities.
2. Consortium Coordination and Governance
Participate actively in the Project Technical Committee and attend regular and special coordination meetings with consortium partners and MEAL representatives.
Review project progress, coordinate joint activities, and identify solutions to implementation challenges.
Prepare operational updates and provide technical assistance to the Project Steering Committee (PSC) and Project Advisory Committee (PAC).
Maintain effective communication and coordination among BLF, BILS, and Awaj Foundation.
Ensure clear coordination and division of responsibilities among partners working in policy advocacy, research, and grassroots mobilization.
3. Stakeholder Engagement, Social Dialogue and Advocacy
Organize and facilitate bipartite and tripartite-plus consultations, policy dialogues, and advocacy meetings with relevant government agencies, including MoLE, DIFE, DoL, National Wage Board, and NSDA.
Engage with industry organizations such as BGMEA, BKMEA, and BEF, as well as factory management, to promote collective bargaining agreements, workplace OSH committees, and gender-responsive management practices.
Work with trade union platforms such as SKOP, IBC, and enterprise-level unions to develop roadmaps, strengthen capacity, and introduce digital grievance-management systems.
Support collaboration with international brands, buyers, and multi-stakeholder initiatives such as RSC, ACT, ETI, and FWF to promote responsible purchasing and worker-centered HREDD practices.
Coordinate activities related to climate justice and Just Transition, including initiatives under the National Alliance for Just Transition Bangladesh (NAJTB) and national-level Just Transition events.
4. Gender Equality, Inclusion and Safeguarding
Ensure that project activities follow the consortium's gender equality commitments, including at least 30% female participation in general programs and a minimum 40% female representation in leadership development initiatives.
Supervise gender-transformative interventions, including Anti-Harassment Committees (AHCs), Gender-Responsive Management Systems (GRMS), and advocacy related to ILO Convention 190.
Ensure that safeguarding, confidentiality, survivor-centered approaches, and “Do No Harm” principles are followed throughout project implementation.
Support safe reporting mechanisms and appropriate referrals for legal assistance and other support services.
5. Monitoring, Evaluation, Accountability, Learning and Reporting (MEAL)
Work closely with the MEAL team to monitor project progress against the approved logframe and indicators.
Maintain and utilize indicator databases, advocacy/lobby trackers, and digital grievance or complaint records.
Ensure accurate and timely collection, verification, and documentation of project data.
Conduct or support post-training follow-up and practice assessments.
Document project activities through event reports, case studies, success stories, and human-interest stories.
