Procurement Specialist

Job Context
The Procurement Specialist will oversee end-to-end procurement for YC’s corporate operations and consulting projects, ensuring timely, transparent, cost-effective, and compliant sourcing of goods, works, services, technical experts, and sub-consultants.
The role involves coordinating with management, project teams, Finance, Administration, consultants, and vendors to assess procurement needs, identify suitable suppliers, evaluate quotations and proposals, negotiate commercial terms, and ensure timely delivery with proper documentation.
Key Responsibilities
Manage the complete procurement process for goods, works, services, technical experts, and sub-consultants supporting YC’s consulting projects and corporate operations.
Prepare and issue RFQs, RFPs, tender documents, and bid invitations in accordance with organizational and project requirements.
Conduct market research, identify qualified suppliers and consultants, and maintain reliable vendor relationships.
Assess technical and commercial proposals based on cost, quality, capability, delivery, compliance, and value for money; prepare comparative statements and evaluation reports.
Negotiate pricing, payment terms, delivery schedules, warranties, service standards, and contractual conditions.
Ensure procurement activities comply with YC policies, national regulations, and applicable client or donor guidelines.
Maintain updated supplier databases, vendor documentation, and performance records.
Prepare and manage purchase orders, work orders, contracts, and procurement agreements.
Monitor supplier and sub-consultant performance, verify deliverables, and coordinate invoice processing and timely payments.
Maintain accurate procurement records and tracking reports for project monitoring, management review, audits, and compliance.
Coordinate with project managers, technical teams, Administration, and Finance to align procurement with project budgets, schedules, and operational needs.
Identify opportunities to reduce procurement costs, improve supplier performance, and streamline purchasing processes.
