Experience Requirements:

  • Minimum 4 years of professional experience in financial management within a well-established organization, preferably in development sector organizations in Bangladesh (only full-time post-graduation experience will be counted).

  • Prior experience working with PKSF or projects funded by multilateral development partners will be considered an advantage.

  • Strong computer proficiency, including MS Office applications, with typing ability in both English and Bangla.

Responsibilities & Context

SAJIDA Foundation is launching a sub-project titled “Promoting Resilient Green Growth in Restaurants, Street & Bakery Food” under the Sustainable Microenterprise and Resilient Transformation (SMART) project. This initiative aims to foster resource-efficient and environmentally sustainable growth among microenterprises (MEs) operating in the restaurant, street food, and bakery sectors. The project is jointly funded by the World Bank, Palli Karma-Sahayak Foundation (PKSF), and SAJIDA Foundation.

Sub-Project Objectives

  • Promote sustainable and safe food production by encouraging resource-efficient practices in restaurants, bakeries, and food carts

  • Facilitate the adoption of climate-resilient technologies in the food service industry

  • Build technical knowledge and capacity to transform food waste into reusable resources

  • Strengthen small entrepreneurs’ ability to enhance food quality and expand market reach

  • Drive behavioral change through structured awareness and capacity-building initiatives

Duties and Responsibilities

Position: Accounts and Finance Officer
Reporting to: Project Manager

The Accounts and Finance Officer will support the implementation of the sub-project by performing the following key tasks:

1. Accounts Management

  • Maintain project accounts following International Accounting Standards (IAS) and Generally Accepted Accounting Principles (GAAP)

  • Keep separate books of accounts on an accrual basis under historical cost convention

  • Prepare monthly and annual financial statements, including income, expenditure, receipts, payments, and financial position with relevant disclosures

2. Fund Management

  • Monitor fund flow between PKSF, the sub-project, and microenterprises to ensure proper procedures are followed

  • Facilitate smooth disbursement of funds to microenterprises

  • Implement internal controls to ensure proper utilization and accountability of funds

3. Budgeting & Financial Reporting

  • Prepare annual and semi-annual budgets aligned with the procurement plan and work plans

  • Prepare cost proposals for training and other project activities

  • Ensure shared costs are properly allocated in all proposals

  • Produce monthly financial reports and semi-annual reimbursement bills

4. Monitoring & Compliance

  • Conduct regular field visits to strengthen the monitoring system

  • Review internal and external audit reports and ensure timely follow-up

5. Administration & Procurement

  • Ensure compliance with procurement rules and maintain updated procurement plans

  • Oversee logistics, inventory, and procurement processes

  • Manage day-to-day administrative tasks efficiently

6. Additional Responsibilities

  • Maintain the sub-project bank account and prepare monthly reconciliation statements

  • Liaise with SMART-PMU of PKSF for accounts and budgeting matters

  • Support internal and external audits by providing necessary documentation

  • Perform any other tasks assigned by the Project Manager or SAJIDA Foundation management

Project Coverage

The sub-project will be implemented in Dhaka North City Corporation (DNCC), Dhaka South City Corporation (DSCC), and Keranigonj Upazila under Dhaka district.

Employment Duration

The initial appointment is for one year, with the possibility of extension until 30 June 2028, subject to satisfactory performance.

Monthly consolidated salary: BDT 50,000 with an annual increment of 5%.
