Maximum age: 35 years (Candidates with relevant experience may be considered beyond the age limit.)
Experience managing large-scale funds: Must have prior experience in handling Provident Fund (PF), Gratuity, and Staff Welfare Fund (SWF) for 1,000 to 1,500 employees.
NGO experience: Minimum of 3 years of work experience in the NGO sector, with at least 1 year specifically managing PF, gratuity, SWF, and final settlements.
Experience in microcredit programs will be considered an added advantage.
Technical knowledge:
In-depth understanding of PF rules, regulations, and compliance standards
Proficient in using accounting software
Computer skills:
Advanced skills in Microsoft Excel, Word, PowerPoint
Proficient in email communication and internet use
Personal attributes:
High levels of patience and empathy
Strong communication skills in both Bangla and English
Excellent organizational skills with the ability to maintain clear, accurate, and thorough financial records
Ability to efficiently resolve accounting issues with minimal supervision
Capable of multitasking, especially in managing multiple accounts, invoices, and payments at various stages

The Finance & Accounts Officer will be responsible for maintaining accurate financial records, analyzing financial data, and ensuring all financial information is up-to-date and reliable. This role involves managing various financial operations including the Provident Fund (PF), Gratuity, Staff Welfare Fund (SWF), Motorcycle Loan, and final settlements for outgoing staff. The officer will also ensure internal financial controls are followed, particularly within the Women Credit Program at MSS. The ideal candidate should possess sound knowledge of accounting practices and demonstrate strong communication skills.
a. Day-to-day PF Operations Coordination:
Ensure timely enrollment of employees in the PF scheme and act as a subject matter expert.
Oversee smooth processing of employee separations in compliance with policy.
Handle special withdrawal requests and liaise with the PF Trustee Board.
Process PF payments promptly and accurately.
Address employee inquiries regarding PF-related matters.
Maintain accurate PF records and accounts.
Prepare and submit relevant PF reports and documentation.
Share PF balances with the Member Secretary.
Manage PF loan amortization schedules and ensure correct deductions from monthly salaries.
b. Policy Implementation for PF:
Support the effective application of internal controls related to PF.
Identify and analyze gaps or weaknesses in PF policies.
Assist in developing and maintaining PF tools in line with policies.
Stay updated with changes in laws and regulations related to PF.
c. Knowledge Sharing and Capacity Building:
Educate employees on PF policies and procedures.
Coordinate feedback with the Trustee Board.
Collaborate with HR to align PF processes with HR functions.
Provide secure investment options to the Trustee Board for PF management.
Ensure gratuity payments to separated employees comply with organizational rules.
Calculate annual gratuity provisions based on service length.
Work with HR/Admin to gather required information for final settlements.
Design and implement staff welfare policies and programs.
Serve as a communication bridge between staff and management on welfare concerns.
Conduct employee satisfaction and needs assessments.
Address grievances related to SWF.
Ensure timely and accurate disbursement of SWF payments.
Coordinate loan applications and submit for management approval.
Review loan agreements to ensure they align with organizational policies.
Process approved loans through appropriate financial channels.
Coordinate calculations for pending salary, notice period, and final working days.
Facilitate transfer of due salary and security deposits to PF accounts.
Transfer PF, gratuity, and SWF balances to final payment accounts.
Disburse final payments with complete documentation.
Submit all final payment documents to HR to complete employee file closures.
Assist in drafting meeting minutes for PF, gratuity, SWF, motorcycle loans, and final settlements.
Prepare and update monthly and yearly financial reports.
Maintain updated records of PF, gratuity, SWF, final payments, and motorcycle loans.
Perform any additional responsibilities assigned by the supervisor or relevant authority.
Other Benefits
Upon confirmation: Monthly salary will range between BDT 30,000 to 40,000, depending on experience and qualifications.
