Solid understanding of project cycle management, stakeholder coordination, community engagement, and mobilization strategies.
Prior experience in implementing UN-funded projects, especially those supported by IOM, will be given preference.
At least 10 years of proven experience in managing projects within the development and humanitarian sectors, ideally in WASH, livelihoods, or resilience-focused programs for refugee and host communities.
Strong leadership and team management skills, with a track record of ensuring coordinated efforts and timely achievement of project goals.
In-depth knowledge of gender equity, protection, and social inclusion principles in program delivery.
Excellent interpersonal, communication, and negotiation skills, with the ability to foster strong relationships with government agencies, RRRC, CIC, donors, and local communities.
Proficient in Microsoft Office (Word, Excel, PowerPoint) and experienced in using project management software/tools.
Strong analytical and problem-solving skills, with the ability to manage multiple tasks independently under pressure and tight deadlines.
Fluency in both English and Bangla is essential; familiarity with local dialects of the Cox’s Bazar region is a plus.
Knowledge of production systems, market linkage development, and cross-sector coordination is highly desirable.
Expertise in managing large-scale budgets for short-term projects, including procurement and comprehensive reporting.

Project Title: Clean Futures Cooperative: A WASH–Livelihoods Model for Refugee and Host Resilience
Duration: 5.5 months (October 16, 2025 – March 31, 2026)

PHALS, a non-governmental organization (NGO) engaged in humanitarian aid and development since 1996, is preparing to implement a new project titled Clean Futures Cooperative: A WASH–Livelihoods Model for Refugee and Host Resilience in Cox’s Bazar. This initiative, funded by FCDO and supported by IOM, aims to strengthen resilience through integrated WASH and livelihoods programming.
We are seeking a competent and enthusiastic Project Manager to lead the overall planning, coordination, and management of this project. The ideal candidate will have a strong background in program leadership, stakeholder coordination, and proven experience in managing WASH and livelihood initiatives within humanitarian and development contexts.
Lead and oversee the full project cycle, including planning, implementation, monitoring, and evaluation, to achieve the project's WASH and livelihoods goals.
Manage daily project operations, ensuring timely, high-quality delivery in compliance with donor and organizational standards.
Coordinate closely with field teams, technical advisors, and partner organizations to ensure effective integration of WASH and livelihood components.
Provide supervision, mentoring, and performance management for project staff, fostering a culture of learning and accountability.
Develop and maintain detailed work plans, procurement schedules, and budget projections aligned with project objectives.
Track project progress, identify potential risks or delays, and implement corrective measures as needed.
Ensure full compliance with PHALS policies, donor requirements, and humanitarian standards—including safeguarding, gender equity, and social inclusion.
Prepare timely narrative and financial reports for both donors and internal stakeholders.
Maintain strong coordination with government bodies, UN agencies, NGOs, and community representatives to enhance collaboration and project impact.
Oversee baseline, midline, and endline assessments in partnership with the M&E team and technical staff.
Promote active community engagement, local ownership, and sustainability of project outcomes.
Ensure cohesive implementation of WASH infrastructure, hygiene promotion, and livelihood development efforts.
Manage the project budget responsibly, ensuring transparency and financial accountability.
Represent the project in coordination meetings, workshops, and external platforms as required.
Integrate environmental sustainability, Do-No-Harm, and conflict-sensitive principles across project interventions.
Capture and disseminate lessons learned, best practices, and success stories to inform future programming and advocacy.
