Required Experience:

  • Minimum of 5 years of professional experience in Disaster Management, Disaster Risk Reduction (DRR), Nature-Based Solutions (NBS), or Climate Change Adaptation.

  • Experience working within national or international development organizations.

Preferred Experience:

  • Demonstrated experience in developing, managing, or implementing Livelihood and DRR activities in coastal areas.

  • Previous work experience with the Red Cross and Red Crescent Movement.

  • Experience in executing innovative climate change adaptation initiatives.

Responsibilities & Context

Currently, the Bangladesh Red Crescent Society (BDRCS) is seeking a qualified Bangladeshi national for the position of Technical Officer DRR & Nature-Based Solutions (NBS) under the Nature Pulse Programme in Barguna district, funded by the British Red Cross.

Contract Duration: Initially one year, with the possibility of extension depending on project funding availability and performance.

Project Overview:
In collaboration with the British Red Cross (BRC), BDRCS is launching the Nature Pulse program aimed at enhancing the resilience and well-being of coastal communities in the Sundarbans region. This initiative employs Nature-Based Solutions (NBS) to protect and restore the vital mangrove ecosystems that serve as a natural “green shield” against climate threats such as cyclones, flooding, and coastal erosion. Through active community engagement and consultations, the project will introduce practical restoration activities alongside alternative livelihood options to reduce local dependence on natural resources. The program focuses on improving living conditions, safeguarding the environment, and building the capacity of community members, local government, and volunteers. It also involves partnerships with national and international organizations to support mangrove restoration and ongoing ecosystem monitoring. Furthermore, the program promotes awareness on Climate Justice, empowering communities to understand their rights and advocate for sustainable, long-term change.

Job Purpose:
The Technical Officer (DRR & NBS) will provide critical technical support for Disaster Risk Reduction (DRR) and Nature-Based Solutions activities within the Nature Pulse Program, focusing on the Sundarbans Mangrove Forest area in Barguna district. The role requires applying expertise to implement DRR and NBS initiatives that support communities reliant on the Sundarbans for their livelihoods. Supported by BDRCS and the British Red Cross, this position plays a vital role in improving the resilience and livelihoods of vulnerable populations. The Technical Officer will ensure effective implementation of DRR and NBS activities, facilitate meaningful community participation, and maintain strong coordination with local authorities and relevant stakeholders. This role is part of the BDRCS Bangladesh team, and we are looking for a proactive, self-motivated, and mature individual with sound practical judgment and enthusiasm.

  • Lead the implementation and provide technical guidance for Disaster Risk Reduction (DRR) and Nature-Based Solutions (NBS) activities, collaborating closely with the project team, BDRCS Barguna Unit, Red Crescent Youth (RCY), and target communities to integrate sustainable and climate-resilient practices into community-based initiatives.

  • Plan, schedule, and conduct comprehensive Enhance Vulnerability Capacity Assessments (EVCA) focusing on DRR and NBS, prioritizing interventions to enhance climate resilience.

  • Work with the Project Manager to develop a detailed Plan of Action for DRR and NBS that includes Climate Change Adaptation and Disability Inclusion considerations.

  • Oversee NBS activities such as mangrove restoration, ecosystem rehabilitation, and sustainable livelihood projects to strengthen the climate resilience of Sundarbans communities.

  • Facilitate community consultations to identify local challenges related to DRR, NBS, and ecosystem management, ensuring these insights inform project planning and implementation.

  • Serve as a key liaison between the project team and stakeholders—including community organizations, government bodies, and NGOs—to foster coordinated DRR and NBS efforts.

  • Develop practical tools, guidelines, and frameworks to support communities in understanding and adopting nature-based climate adaptation practices.

  • Produce and disseminate awareness materials, reports, and messaging to promote understanding of DRR and NBS among stakeholders.

  • Assist in preparing concept notes and policy recommendations aimed at expanding DRR and NBS initiatives, with a particular focus on eco-DRR and ecosystem-based adaptation (EbA).

  • Support the refinement of internal DRR and NBS standards to align with global best practices and address the unique needs of the Sundarbans region.

  • Coordinate with team members to ensure timely achievement of project milestones and deliverables.

  • Ensure high-quality program implementation by providing ongoing monitoring and technical support to BDRCS unit officials and branch volunteers.

  • Organize and facilitate capacity-building activities such as training sessions, workshops, and awareness campaigns for communities, local governments, and partner organizations to enhance disaster preparedness and ecosystem resilience.

  • Support the skill development of beneficiary households by identifying training needs, planning and conducting training programs, or coordinating with external training providers.

  • Facilitate active participation of local authorities, community members, and beneficiaries in the DRR and NBS Pillar to enhance implementation effectiveness and coordination.

  • Engage with relevant government stakeholders to align project activities and raise awareness to ensure strong linkages among all project partners.

  • Plan, schedule, and track project timelines and milestones to meet agreed-upon deliverables.

  • Collaborate with the Monitoring & Evaluation (M&E) team to monitor project progress and assess impact.

  • Document best practices, challenges, and lessons learned throughout project implementation.

  • Share responsibility for implementing project activities in the Narayanganj slums, ensuring alignment with the defined action plan and close coordination with the BDRCS Unit.

 

  • Perform any other tasks assigned by the Line Manager or competent authority within the required deadlines.
