  • Masters, Postgraduate degree in Social Science, preferably in statistics, anthropology, development studies or relevant field with academic and professional credibility.

  • At least 5 (Five) years of experience in monitoring, learning and evaluation work with an international/national development/human rights agency.
  • Having training on Monitoring Evaluation Accountability and Learning, Research, Data Management and Human Rights-Based Approach is preferred
  • Excellent computer operating skills and database management, especially Microsoft Excel, Microsoft PowerPoint, Microsoft Access and other database software such as SPSS, Power Bi.
  • Demonstrable knowledge and experience of Web-based system development, KoboTool and management, ODK, etc.
  • Ability to communicate fluently in English and Bangla (written and spoken).
  • Ability to work under pressure and meet deadlines.
  • Excellent people management and interpersonal skills, including negotiation, motivation, and facilitation skills and presentation skills.
  • Comprehensive knowledge about social, economic, political legal context of country’s development specially Rohingya context.
  • Critical understanding of different national and international human rights instruments.
  • Practical experience of using participatory methodologies/approaches with excellent facilitation skills.
  • Demonstrable knowledge and experience of Monitoring and Evaluation tools and techniques.

Responsibilities & Context

  • Support to implement ActionAid Bangladesh MEAL Framework, strategies and tools in RRP as well as aligning with CHS, HRBA, Theory of Change, Accountability, Planning and Learning system at all levels within the organization.
  • Facilitate designing monitoring and evaluation systems to track progress, outcomes and impact of projects or interventions. Ensure MEAL plans are algin with programme/projects objectives and capture relevant data for effective decision making for RRP.
  • Accelerate the process to conduct evaluations, including baseline, mid-term and end-line evaluations to access programme/projects effectiveness and impact.
  • Collate and compile progress reports including quantitative and qualitative analysis of data for internal and external stakeholders.
  • Lead quality assurance of data management, various study, reviews, evaluations and impact assessments in RRP.
  • Facilitate the process of best practices, lessons learned and impact story generation for organizational learning and sharing with wider community.
  • Provide support to CLT (Cox’s Bazar Leadership Team) with the overall programme performance of RRP.
  • Collaborate with Partnership and Development team for fundraising as and when necessary.
  • Ensure alignment of M&E methods, tools and skills align with Core Humanitarian Standards (CHS) and HRBA based on agreed KPIs (Key Performance Indicator) for achieving country’s strategic plans and priority objectives.
  • Provide technical inputs to respective programme and project-driven studies such as baseline, Mid-Term Review, end line evaluation, evaluation, impact assessment, etc.
  • Accelerate the accountability system in the projects and programmes of RRP.
  • Facilitate capacity development initiatives for RRP staff and facilitators on participatory monitoring and evaluation, reporting and accountability.
  • Follow up and update web-based integrated data management system in alignment with AAI and AAB strategies for RRP projects.
  • Support the process of hiring consultants and provide technical inputs to the deliverables during design, implementation and output phase of products.
  • Provide technical inputs to Country Annual Report, programme monitoring report, donor reports, IPTT and quarterly MEAL progress reports, etc.
  • Provide technical support (methodology development, tool-setting, structuring and preparing technical part of the assessment report, critical pathways development) to the partnership assessment process.
  • Support to Real Time Monitoring and Evaluation (RTME), Onsite Distribution Monitoring (ODM), Post-distribution Monitoring (PDM) and monitoring of accountability impact particularly in case of humanitarian response.
  • Facilitate the PRRP (Participatory Review and Reflection Process) in RRP contribute to the development of Annual Plans and Budget at multiple levels in consultation with Programme, Policy & Campaign (PPC) Directorate.
  • Identify research needs and opportunities and determine the scope and objectives of research projects in RRP.
  • Design research studies including appropriate research methodology, sampling techniques and data collection methods. Develop research protocols, questionnaires, interview guides and other research tools.
  • Develop and roll out a robust information and knowledge management system in RRP align with CSP-VI and following CHS.
  • Develop Evidence Brief based on conducted studies findings for showcasing promising practices to the audience and donors
  • Develop and applications of Quality Benchmark (QB) checklist for all RRP projects/program.
  • Undertake regular QB monitoring visits to monitor the program and provide hands on support to partner and program staff.
  • Facilitate Data Quality Check/Assessment and support to RRP project staff.
  • Participate in different cluster meeting related to MEAL and share the update with line manager and Head of Humanitarian Program
  • Monitor the team’s performance against the agreed organizational standards, competency framework and Key Performance Indicators and ensure that the performance gaps are identified and resolved.
  • Support both professional and personal development of staff for ensuring their proactive engagement and effective service to fulfill organizational objectives and plans.
  • Coordinate with external evaluators and consultants as required to conduct specialized evaluations as and when required.
  • Set one to one meeting with respective supervisee for coaching, mentoring to create enabling environment among the team.
  • Demonstrate Role Modelling: Gain a thorough understanding of Feminist Leadership Principles and consistently embody them as a role model for the team and the wider organization.
  • Build Awareness and Create a Supportive Environment: Empower team members to understand and embrace Feminist Leadership Principles, fostering a workplace culture where all staff demonstrate these principles in their interactions and provide mutual support.
  • Collaborate with People & Culture: Actively partner with the People & Culture team to facilitate team engagement through activities such as sessions and workshops, ensuring increased awareness and commitment to Feminist Leadership Principles and Anti-Racism.
  • Integrate Feminist Leadership Principles in Programme / Project Design: Ensure that all projects and programmes are designed with Feminist Leadership Principles embedded within their structure and activities.
  • Commit to Anti-Racism Practices: Develop a clear understanding of Anti-Racism principles and actively avoid any actions or behaviors that may perpetuate racism in the workplace, community, or beyond.
  • Foster Awareness and Cross-Team Support: Support team members in becoming more conscious of racism, encouraging collaboration within and across teams to align organizational practices with the commitment to Anti-Racism.
