  • Strong expertise in clinical and public health, with comprehensive knowledge of national health policies, strategies, and clinical guidelines.

  • Proven experience managing donor-funded health projects while ensuring full compliance with donor requirements and reporting standards.

  • Strong leadership and team management capabilities, with the ability to motivate, guide, and effectively coordinate cross-functional teams.

  • Excellent written and verbal communication skills in both Bengali and English, along with proven expertise in coordinating with multiple stakeholders.

  • Proficient in Microsoft Office applications, with practical experience in planning, coordinating, and executing high-level program events.

Responsibilities & Context

Project Brief

The project is designed to strengthen climate-resilient and gender-responsive urban health systems in Barishal City Corporation. It focuses on addressing climate-related health challenges such as dengue, water- and skin-borne diseases, heat-related illnesses, and nutrition vulnerabilities. The initiative will improve access to integrated primary healthcare and sexual and reproductive health services, including cervical cancer screening, while enhancing community preparedness, prevention, referral, and early healthcare-seeking practices. The project will also generate evidence and promote community participation to develop inclusive, sustainable, and locally driven climate-health solutions for vulnerable and climate-affected communities.

Job Purpose

The Manager, Technical will provide technical leadership and guidance for effective project implementation, ensuring quality health service delivery, evidence generation, and capacity building of frontline healthcare workers. The position will oversee the planning and field-level implementation of ANC, PNC, mental health, and cancer screening activities while coordinating with government authorities and relevant stakeholders to ensure evidence-based practices and achieve quality project outcomes.

Key Responsibilities

  • Provide technical guidance and support for implementing project activities related to maternal and newborn health, including ANC and PNC, mental health, cancer screening, and climate-sensitive healthcare services.
  • Organize and oversee medical camps in selected locations to ensure essential healthcare services reach vulnerable and underserved populations.
  • Monitor field operations to ensure compliance with public health standards and facilitate safe delivery of primary healthcare services in response to climate-related health risks and disease outbreaks.
  • Develop, review, and update technical tools, training materials, SOPs, and implementation guidelines to support effective project delivery.
  • Plan and facilitate training, orientation, and refresher sessions for Paramedics and Community Health Workers to strengthen their technical capacity.
  • Conduct regular field visits, monitoring, and supervision to assess implementation progress, identify challenges, and initiate appropriate corrective measures.
  • Lead and support evidence-generation activities, including assessments, operational research, case studies, documentation of lessons learned, and dissemination of key findings.

Safeguarding Responsibilities

  • Ensure the protection and safety of programme participants, team members, and all individuals interacting with the organisation from harm, abuse, neglect, harassment, exploitation, and sexual exploitation and abuse (SEA).
  • Provide guidance and technical support on safeguarding practices and contribute to maintaining a safe and respectful working environment.
  • Promote awareness and adherence to safeguarding policies among team members and ensure safeguarding standards are integrated into all project activities and decisions.
  • Follow established safeguarding reporting procedures for any reportable incidents and encourage team members to promptly report concerns or incidents.
