About Company

Breaking the Silence (BTS) is a Non-Government Organization established and run by a group of compassionate activists committed to combat Child Sexual Abuse (CSA) in Bangladesh. It has been working since 1994 throughout the country to address CSA issues from community to government level. Child Sexual Abuse is a very delicate issue with less exposure in the context of Bangladesh. It’s a social phenomenon which directly or indirectly affects most of the children in our society in a very subtle manner. Sexual abuse is probably the most traumatizing event in a child’s experience. BTS, therefore, is working on raising awareness of Child Sexual Abuse and its protection by the adults. Children from every level of the society are threatened with the chance of being sexually abused by different kinds of perpetrators. As the issue is highly sensitive, initially it was really difficult to conduct programs in the field. Once the sessions started, the adults of the community felt the importance and requested to continue sessions with them as well as their children. Being inspired with such an experience, BTS started the project named “Protecting girls & boys from Sexual Abuse”.

Job Context Breaking the Silence (BTS) is a non-profit, voluntary organization working to promote child rights, prevent child abuse and sexual abuse, reduce child marriage, strengthen child-friendly governance, improve the quality of primary and pre-primary education, prevent violence against women, and empower children and women. BTS is implementing the Protection-Centred and Locally Driven Response for Rohingya Refugees in Cox’s Bazar (PCLDRR) project in the Rohingya camps of Ukhiya and Teknaf, Cox’s Bazar, with support from the International Rescue Committee (IRC) and funding from DFAT. BTS is recruiting a Technical Officer – Case Management (TO-CM) for this project, with the duty station in Ukhiya, Cox’s Bazar. Job Responsibilities The Technical Officer – Case Management will provide technical oversight and support for child protection responses involving children exposed to abuse, neglect, exploitation, violence, and other protection risks, including unaccompanied and separated children and CAFAAG. The position will supervise and technically support case workers within integrated teams to ensure proper identification, assessment, referral, follow-up, and case management of vulnerable children. The officer will also contribute to strengthening existing case management interventions and ensuring quality services in line with recognized child protection standards. A minimum of four years of relevant experience in child protection programming, particularly case management within humanitarian settings, is required. Position Objectives Ensure the timely identification, assessment, and appropriate case management of children who have experienced or are at risk of abuse, neglect, violence, and exploitation. Provide technical guidance, mentoring, and supervision to case workers to ensure quality service delivery and compliance with global child protection standards. Plan, coordinate, and oversee daily field-level case management activities in both emergency and non-emergency contexts. Coordinate with relevant case management actors to manage caseloads effectively, ensure timely referrals, and strengthen inter-agency collaboration. Role Dimensions The position will work closely with the Project Coordinator, Case Workers, and Assistant MIS Officer to provide technical guidance, capacity building, and support for integrated case management services aimed at ensuring the safety and family-based care of vulnerable children. The officer will also coordinate with relevant Government departments, UN agencies, child protection and case management actors, CBCPCs, and service providers operating in the project locations. Core Technical Responsibilities Apply strong knowledge of the complete child protection case management cycle, including identification, assessment, case planning, referral, follow-up, and case closure. Ensure compliance with relevant global and contextualized child protection case management guidelines, including Inter-Agency Guidelines and DSS standards. Promote key child protection principles such as the best interests of the child, confidentiality, informed consent, and survivor-centred approaches. Apply the Minimum Standards for Child Protection in Humanitarian Action (CPMS) in programme implementation. Demonstrate knowledge of PFA, PSS, and MHPSS principles in accordance with IASC guidelines. Support the implementation and enforcement of child safeguarding policies and procedures. Integrate psychosocial support into case management interventions to address the emotional and well-being needs of children and families. Promote gender-responsive and inclusive programming, particularly for girls, boys, and children with disabilities. Identify and address GBV-related risks and ensure appropriate referral to relevant services. Develop and maintain updated service mapping and referral pathways covering health, education, legal assistance, livelihoods, MHPSS, GBV, and other essential services. Use child protection case management information systems such as CPIMS+, ComCare, Primero, Kobo, and advanced Excel, while ensuring data confidentiality and compliance with data protection protocols. Staff Supervision & Development Directly supervise six case workers and ensure accountability, quality service delivery, and compliance with technical standards. Review and ensure timely completion of timesheets, probation assessments, performance evaluations, and other administrative documents. Organize and facilitate technical training, mentoring, coaching, and professional development opportunities for case workers. Coordination & Representation Establish and maintain effective coordination with government representatives, UN agencies, NGOs, case management actors, and other relevant stakeholders. Participate regularly in field-level case management and coordination meetings. Serve as the organization’s camp-level focal point and represent the programme in relevant coordination forums. Monitoring & Reporting Conduct regular field monitoring visits to assess programme implementation and recommend necessary improvements. Coordinate with the MEAL team to maintain accurate and updated case management data. Prepare regular staff activity reports and analyze case management trends to support improved programme quality and effectiveness. Key Working Relationships Reports To: Project CoordinatorDirectly Supervises: Case Workers Other Responsibilities Be prepared and willing to respond to child protection emergencies and other urgent situations when required. Perform any additional responsibilities assigned by the supervisor or senior management of BTS. Contract Duration The position includes a three-month probationary period. Subject to satisfactory performance and the recommendation of the supervisor, the contract may be extended for the remaining duration of the project. Assistant Officer - MIS

The Assistant Officer – MIS will support the effective management of child protection case management information systems under the Rohingya refugee response. The role will be responsible for accurate, timely, and confidential data entry and case management through the CPIMS+ database. The position will also support data verification, quality assurance, reporting, trend analysis, and evidence-based programming. Close coordination will be maintained with caseworkers, CP staff, Project Coordinator, Technical Officer – Case Management, MEAL team, and other relevant stakeholders. Position Objectives Ensure timely and accurate entry of child protection case management data into CPIMS+. Maintain high-quality data and ensure compliance with Child Protection Minimum Standards (CPMS) and relevant inter-agency case management guidelines. Operate CPIMS+, Primero, Comcare, Kobo, and advanced Excel for data management, analysis, and reporting. Maintain strict confidentiality and comply with data protection and information-sharing protocols. Support monitoring, analysis, coordination, and quality improvement of case management activities. Key Responsibilities – Technical Quality Ensure accurate and complete registration of all case management cases in CPIMS+. Support the maintenance, operation, and technical use of CPIMS+, including data collection, entry, verification, and report generation. Assist in planning and conducting additional data collection activities and analyzing findings. Respond accurately and promptly to data requests from MEAL, MIS, management, partners, and donors. Conduct training and capacity-building sessions for staff on data collection, data management, quality assurance, and data protocols. Compile child protection data for regular reporting and support case management trend analysis. Prepare and submit monthly inter-agency 5Ws/4Ws reports. Effectively use relevant software and digital tools for CPIMS+ operations. Coordinate with the IRC MEAL team and participate in relevant coordination forums when required. Regularly communicate progress, challenges, and priorities with the supervisor. Coordination & Representation Maintain effective communication with caseworkers, CP Assistants, Officers, Managers, and other stakeholders. Participate in field-level case management and information management meetings. Represent BTS in inter-agency CPIMS+ and CMTWG coordination meetings when required. Monitoring & Reporting Contribute to weekly staff and activity reports. Monitor case management trends and provide analytical updates to the Project Coordinator. Support the preparation and presentation of statistical data, key indicators, population figures, and donor reports. Provide MIS and information management inputs for proposal development. Ensure data accuracy, completeness, confidentiality, and proper documentation. Maintain case records and prepare regular reports for the supervisor. Conduct data validation and maintain organized record-keeping systems. Facilitate feedback sessions with caseworkers to improve program quality. Collect and document relevant success stories demonstrating project impact. Administration & Documentation Maintain complete and updated case files for all child protection cases. Follow strict confidentiality, safeguarding, and information management protocols. Prepare regular CP-CM activity reports and analyze case management trends to support improved program implementation. Other Responsibilities Regularly assess caseworkers' capacity in CPIMS+ and data management and provide on-the-job support and training. Perform additional duties assigned by the supervisor in support of BTS projects and organizational objectives. Be prepared to respond to child protection or emergency situations when required.
